Cost-reimbursement task order
Cost-reimbursement contracts are based on an estimate of total project costs. This estimate is used to establish a contract ceiling price which the contractor may not exceed without approval of the Contracting Officer.
There are five sub-sets of cost-reimbursement contracts, differentiated by the manner in which the contractor may earn a profit. This testimony does not specify which type of cost-reimbursement contract arrangement was used by CMS.
