Steve Bartman was the fan who became the scapegoat in the Chicago Cubs' collapse in Game 6 of the 2003 NL Championship Series against the Florida Marlins.
With the Cubs 5 outs from advancing to the World Series for the first time since 1945, Steve Bartman tried to grab a foul ball, preventing outfielder Moises Alou from catching it. That helped the Florida Marlins rally for an 8-3 victory to tie the NLCS.
The Cubs ultimately lost to the Marlins in game 7.

Expatriate: Someone who is living in a different country from where they are a citizen.
An example of this is Guardian reporter Glenn Greenwald & his partner who are U.S. citizens residing in Brazil- due to Defense of Marriage Act.
This is different from the term “immigrant,” as immigrants have an intended desire to live/reside in the country; for expatriates, the intention isn’t mentioned and isn’t as clear.
Some may say that this is part of the government’s efforts of a decade-long plan, which targets the country’s expatriate community (which, as of 2013, comprises 2/3 of Kuwait’s entire population). Several sources, including articles from The Telegraph and Kuwait Times (one of the more reputable sources of press located in Kuwait) state that the Ministry of Social Affairs and Labor have announced that they will be deporting 100,000 foreigners annually as part of a “demographic balance restoration plan.”
Keeping these numbers in mind, they are deporting Bidoon (stateless descendants of tribal Arabs who have lived within the borders of Kuwait for generations), and also falsely accusing (and subsequently expelling) people of other nationalities, many of whom work in blue-collar type jobs.
