Earlier that year, Clinton launched a “conversation about race.” As part of that initiatve, Jim Lehrer of PBS spoke held a panel with President Clinton representatives from a number of racial and ethnic groups.

Coincidentally, Clinton told Jim Lehrer later that year that “there is not a sexual relationship” between him and Monica Lewinksy.

In 1993, Clinton didn’t have to do much reaching across the aisle – he was able to enact a law that reduced the deficit by cutting entitlement spending and raising taxes with only Democratic votes.

By 1994, however, times had changed – the Republicans won the midterm elections and took the majorities in the House and Senate.

After months of intense negotiations, President Clinton reached a bipartisan budget agreement with Speaker Newt Gingrich ®, Senate Majority Leader Trent Lott ®, and Senate Minority Leader Tom Daschle (D). House Minority Leader Dick Gephardt (D) did not sign on.

The Medicare fund is projected to run out in 2026, and Social Security is projected to run dry in 2033.

On February 20th 1998, President Clinton unveiled a “consumer bill of rights” for more than 80 million patients covered by federal health programs.

Clinton called on Congress to pass regulation for the private health insurance industry that would provide the same rights to all Americans, but “ran into a brick wall on the measure during his second term.”

That is, if the Y2K Bug doesn’t destroy us all!

Until the 1990s, many computer programs were designed to abbreviate four-digit years as two digits in order to save memory space.

As a result, people thought that computerized systems would be unable to recognize ‘00’ as 2000 and that this would wreack havok on computer networks around the world, thereby destroying civilization as we knew it.

The issue, however, was not whether Clinton had done anything wrong in his personal life, but whether or not he had acted illegally.

Specifically, the House of Representatives approved two articles of impeachment against President Clinton:

• a charge of perjury
• a charge of obstruction of justice

Then again, a CBS news poll taken in late July 1998 found that 60% of the public characterized the investigation as a partisan affair.

When the Lewinsky story broke, Clinton told his top aides “there’s nothing going on between us.”

How can this be? Regarding this statement, here’s what Clinton told the grand jury (according to footnote 1,128 in Starr’s report):

Clinton told the Grand Jury:

“It depends on what the meaning of the word ‘is’ is. If the–if he–if ‘is’ means is and never has been, that is not–that is one thing. If it means there is none, that was a completely true statement….Now, if someone had asked me on that day, are you having any kind of sexual relations with Ms. Lewinsky, that is, asked me a question in the present tense, I would have said no. And it would have been completely true.”
