Obama is vowing to ‘act alone’ and issue Executive Orders if/when Congress refuses to act. He seems to be suggesting this approach will apply mostly to his domestic/economic agenda, which is interesting since Presidents are typically given more leeway by the courts to exercise unilateral executive power over foreign affairs.

Everyone always says they prefer Congressional action to unilateral Executive Orders. For example, Rahm Emmanuel told the New York Times:

There is nothing like legislation

But then naturally he backs up the President:

But given the challenges that are mounting, the country cannot afford Congress to go M.I.A.

The “Mr. Kennedy” referred to here is of course the 35th President of the United States John F. Kennedy.

JFK famously first announced the goal of landing an American on the moon in a speech before Congress in 1961:

First, I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the Moon and returning him safely to the Earth. No single space project in this period will be more impressive to mankind, or more important for the long-range exploration of space; and none will be so difficult or expensive to accomplish.

Kennedy’s dream was realized, albeit after his death, when Neil Armstrong set foot on the lunar surface on July 21, 1969.
