Even thought she’s made eye contact with him and looks friendly, he still avoids talking to her.
This line is a weather-based metaphor. The centre, or eye, of a hurricane is the calmest part. This line is saying that if he were to actually get close to her things wouldn’t be so bad, but instead he remains at a distance and gets caught up in the storm of emotions.
