The last Confederate army, led by General Kirby Smith, did not lay down arms until June 2, 1865, meaning the US Congress passed the Amendment before the end of fighting.
Georgia was the state that gave it ¾ acceptance needed to be ratified.
Mississippi is the last state to approve the Amendment, with the state legislature finally passing the measure in 1995. However the US Archivist was never notified, meaning the vote did not happen in the eyes of the Federal government.
Not until Ken Sullivan notified the Mississippi Secretary of State of the oversight in February 2013 did the state finally recognize the outlawing of slavery.
