President Obama is referring to his belief that all Americans are not treated equally (fiscally) under the law, implying the upper class gets so many perks (tax breaks, etc.) that it is becoming unfair to the lower classes. President Obama, in this passage, implies that taxes and other economic restrictions should be imposed on the upper class in order to make sure it is not too easy for the upper class to succeed nor too hard for the lower classes to make a living.
