Lincoln is willing to flex his military nuts to grant African Americans their constitutional rights. The mention of mankind and God is interesting. It seems that Lincoln believes our rights come from each individual acknowledging the other as equal, but with God as the over-arching right-gifter who granted us the ability to choose to do so.
